This 316L Surgical Stainless Steel captive ring is available in 14 gauge and in 3/8 inch (10mm). Inner diameter is measured in a straight line across the inside of the ring.

Captive rings are also known as ball closure rings. The ball is held in by pressure and hoop must be opened slightly to get ball out.
